Can I pressure wash without a license?

A San Diego homeowner can pressure wash their own property without any license. A contractor who is paid to pressure wash needs a business license, and larger jobs can fall under state contractor rules. Runoff must also stay out of storm drains, no matter who holds the wand.

The short version covers most people. The details matter once money changes hands.

What can a homeowner do without a license?

Your own driveway, your own patio, your own stucco. No permit, no license. We have rented out our share of 3000 PSI machines to people who did exactly that.

But owning the property does not exempt you from runoff rules. Gray water carrying oil, soap, or paint chips cannot flow into the street and down a storm inlet. In Hillcrest and North Park the curb drains run straight to the canyons and the bay.

What changes when you get paid to do it?

A paid job needs a city business tax certificate at minimum. Insurance is the next question. We carry a $2M general liability policy because HOA managers and property managers ask for the certificate before we set foot on site.

Licensing for bigger jobs is a state question. The Contractors State License Board sets a threshold of $1,000 in combined labor and materials for work that requires a license, and the rules for exterior cleaning trades are not always obvious. Call CSLB before you quote a large job. We would rather you ask than guess.

How do the options compare?

SituationLicense neededTypical cost
Homeowner, own drivewayNone$60 to $100 machine rental per day
Paid single driveway jobBusiness license and insurance$150 to $300 per driveway
Large HOA or commercial jobCheck CSLB threshold$250 to $700 per storefront

What goes wrong when unlicensed crews take the job?

We were called to a Talmadge driveway last spring where a handyman had used a 4000 PSI zero degree tip on 1930s concrete. The slab had permanent stripes cut in. No insurance, no recourse.

That is the real cost of skipping the vetting step. A rotary tip can etch soft concrete in about four seconds.

What should you ask before hiring?

  1. Ask for a certificate of liability insurance.
  2. Ask how they handle runoff near storm drains.
  3. Ask what PSI they use on your specific surface.
  4. Ask for a written quote after a walkthrough.
